This tutorial was written for ps5.5, may work with some small adjustments in other ps versions or in psp

 

Make a new document 800X300 pixels

Add a new layer

On this layer, with the line tool with a weight of 16 draw a horizontal line the only a bit smaller than the width of your image.

Apply the filter wave to this layer with the following settings:

With the wand tool, select the transparent part on this layer.

Go to select/modify/expand and make it expand by 3 pixels.

Go to select/feather and feather it by 1 pixel, copy and paste on a new layer. Make sure both layers are aligned properly, you may need to mobe that new layer a little.

Go to layer effect and add the inner glow effect with these settings:

I have put a brownish color for the glow but you'd probably need to use a color that fits with the color you chose for your ricrac. This should give you something like this:

At this point you can apply a texture to both layers with a filter of your choice or fill it with a pattern, whatever... Experiment! :) On the example below I used the filter Eye Candy/Weave.

Merge those two layers and chop off both ends of the ribbon et voilà the result with a little drop shadow!

 

Little notes: Of course, you can make it any length you wish and make it wider by changing the width of the line at the beginning of the tutorial. You can also change the amplitude of the wave filter for different heights of ric rac, just make sure that both the minimum and maximum are the same if you want it to remain even. But you know, this is just a quick base, experiment with all the settings and mostly have fun doing it! :)
