The photo I'm using is from Llama_Stock

Open the photo and double click on the background image, this will turn it into a layer. With a soft brush erase everything but the make-up. Here's what it would look like (I've put a black background underneath just so you'll see better):

Duplicate this layer, set the blending mode to color and lock the transparency on it. With the color picker choose a green that is on the make-up and paint a bit around the edges of the make-up with a soft round brush to remove some of the skin color... You should now have something that looks like this:

Merge those two layers.

Duplicate the resulting layer and set the blending mode to multiply.

Duplicate this layer, lock the transparency, use the gaussian filter on it with a setting of 5 and set the layer mode to Overlay.

If there's not enough shimmery-ness for your taste there, add a new layer with the blending mode to Color Dodge. With a small and soft brush (about size 4) and a light yellow or green (almost white), paint some more on that layer.

For even more shimmering stuff, add a new layer, blending mode to Color Dodge and paint a vertical yellow stripe in the middle and apply a gaussian blur (+/-15)

Merge all this and sharpen once or twice...
